Office of the Chief Executive Officer

The office of the chief executive officer is generally the highest office within this organization. It has been established to oversee the entire operations of health services in the province and a link between the Board and the management with its operational as well as development responsibilities. All other external issues concerning health in the province are channeled through this office. Likewise, this office is also responsible for informing the stakeholders and the public of what the organization is doing for the health of the people regularly.

The main function of the office is to ensure the provision of public and curative health services from its facilities throughout the province are effectively and consistently carried out in collaboration with all partners and stakeholders. The most important stakeholders in the province are the Provincial Government, the eight District Development Authorities, LLG presidents, Ward Development Committees, and the Communities.

Powers bestowed upon this office by the PHA Act and other enabling powers to carry out its operations effectively are PHA Regulations, Public Service General Orders, Public Service Management Act, Devolved Powers of Public Service, Public Finance Management Act, Audit Act, and other delegated powers from the Board or Instructions from Central Agencies including Health Department or the Provincial Government from time to time.

The Chief Executive Officer

A qualified chief executive officer appointed through the normal public service process as stipulated by the PHA Act for a four-year term. This officer acquires the above-mentioned powers and executes the responsibilities of the office, thus the highest officer charged with the management of the PHA. The main responsibility of the CEO is prudent management of the operations of the health service within given resources, making major decisions, liaise between the Board and management with its operations and the public face of EHPHA.

The Chief Executive Officer is the chairman and permanent member of the Senior Executive Management Team.

Operational Structure of Executive Services.

Function of the Executive Services.

Executive Services is referred to duties and services performed by the highest office within the organization, EHPHA. As the implications of its decisions and services affects the entire organization and its clients the business process of the office is seen to be done appropriately. Proper documentation, implementation, monitoring to completion and archiving of all proceedings are carried out and to instill efficiency of the entire processes.

Communication within and outside of the organization are facilitated within the executive services. Also manage and control databases of all executive programs and activities including archives.

Senior Executive Management

It is a collective pivotal body of EHPHA which makes decisions for the organization it represents as well as to provide policy guidance and advice for the Board. The chief executive officer is the inherent chairman of the Senior Executive Management (SEM) with permanent members from all three directorates. Alternate members from the deputy directors and the Provincial Specialist Hospital Manager.

The main function of the SEM is to plan, organize, integrate, monitor, and report all development and operational issues of the entire organization. These are various major programs of the three directorates, which are Curative and Public Health Services, Corporate and Executive Services.

New initiatives and developments are formulated and submitted to the Board for its endorsement while routine operations are handled at this level of the organization. Likewise, mandatory reporting for stakeholders follows the same pathways.

Curative Health Services

The office of the Directorate of Curative Health Services is responsible for all health care services that are aimed at curing diseases or promoting recovery from an illness or trauma. In other word this directorate takes care for the sick or traumatized and requiring treatment at established facilities. Facilities ranges from the Provincial Specialist Hospital down to the district hospitals, health centers, community health posts and health posts. Different levels of care are offered, from the rural communities all the way to the premier hospital in the province, depending on the nature and the severity of the illness.

This office also directly controls and manages the Provincial Specialist Hospital as per the PHA Act.

A qualified director of curative health service is appointed through the normal public service process as stipulated by the PHA Act for a four-year term. This officer acquires delegated and inherent powers and executes the responsibilities of the office.

The main responsibility of the director is effective management of the operations of the Provincial Specialist Hospital and all curative health service programs in established facilities in the province. Further, ensuring continuous Rural Outreach Service for doctors and specialized health care support for the districts as well as support for Public Health programs. Detail programs are contained under its Service Functions.

The Director Curative Health Services is a permanent member of the Senior Executive Management Team. All issues pertaining to the functions and operations of the Curative Health Service become part of the standing order of meetings of SEM.

Public Health Services

The office of the Directorate of Public Health Services is responsible for health and wellbeing of the population in the province. In other word the directorate is responsible for keeping the people healthy, so they live a normal productive and satisfactory life in the communities. It is a people’s friendly program because the directorate helps the people to be healthy and enjoy the benefit of living a productive life while fulfilling one’s destination successfully in life.

Family Health Services, Health Promotions, Health Prevention, Environmental Health, and Disease Control with Surveillance are the major public health programs the directorate is responsible for implementation.

A qualified director of director of public health is appointed through the normal public service process as stipulated by the PHA Act for a four-year term. This officer acquires delegated and inherent powers and executes the responsibilities of the office.

The main responsibility of the director is effective management of the various Technical Health Programs mentioned above as well as the District Health management services. Detail programs are contained under its Service Functions.

The Director Public Health is a permanent member of the Senior Executive Management Team. All issues pertaining to the functions and operations of the Public Health Service become part of the standing order of meetings of SEM.

Corporate Services

The office of the Directorate of Corporate Services is responsible for providing number of services ranging from administrative functions, human resources, finance, policy planning, information communication, health facilities, and logistics with fleet management. This directorate is responsible for maintaining the momentum of the mandated functions express as the “chart wheel” of EHPHA with effective and consistent support services for the two health service delivery directorates and the entire organization to meet their obligations.

A qualified director of corporate service is appointed through the normal public service process as stipulated by the PHA Act for a four-year term. This officer acquires delegated and inherent powers and executes the responsibilities of the office.

The main responsibility of the director is effective management of the operations of the Corporate Service and all its programs. Effective and timely planning, execution of plans, monitoring, evaluation, and reporting are some of the business processes which require stringent management to ensure compliance with established laws and regulations.

Administrative support for partners programs and activities are also incorporated into the business process of the EHPHA management as partners provide annual grants and supplementary funds.

The Director Corporate Services is a permanent member of the Senior Executive Management Team. All issues pertaining to the functions and operations of the Corporate Service become part of the standing order of meetings of SEM.

Secretariat Services

Units that provide general administrative support services and legal services for the offices of the Board and the Executive Services. These two important offices are kept on track with their respective responsibilities.

Board Secretariat

The role of the secretariat is to maintain the office of the Board and its governance services, as such it functions as; liaison between the Board and the office of the Chief Executive Officer, between the Board chairman and the other Board members, manages all Board affairs, coordinates all Board official businesses and processes, keeps all records, and ensures all other duties as required and are necessary for effective functions of the Board.

Additional Board Secretariat services is extended to the three Board Committees and the various numbers of subcommittees of EHPHA for effective application of corporate governance processes.

Executive Secretariat

Provision of administrative support, including but not limited to, meeting organization, meeting administration, notices including logistics, recording of meetings, distribution of meeting minutes and resolutions, custodians of proceedings, managing database, administering appointment, managing correspondence, general secretarial services of the executive services, and ensures all other duties as required and are necessary for effective functions of the executive services.

Additional Executive Services include media and publications, public relations, and research and communications.

Legal Services

Services involving legal or law related matters like issue of legal opinion, filing, pleading and defending of law suits, drafting laws, by-laws and policies, drafting contracts of corporate or business arrangement, and any other related issues of the EHPHA.

Quality Management Unit

This unit ensures that the organization’s business process and procedures are maintained to achieve quality products or services that meets or exceeds client’s expectations consistently.

Internal Audit

The main role of this office is to evaluate the organization’s internal controls, including its corporate governance and accounting processes independently and objectively. It is designed to add value and improve EHPHA’s operations.

This unit reports directly to the office of the chief executive officer and to the Board to make informed decisions, minimize risks and comply with statutory regulations.

Quality Assurance

The unit basically assist EHPHA in fulfilling the demands and expectations of clients. It ensures the processes and procedures implemented in clinical practice by EHPHA meets certain level of acceptable quality standards.

National Health Service Standards has specific standards and criteria for implementation and assessment in established hospitals and lower health facilities. The six functions of quality standards are routinely applied to hospitals and surveys carried out independently by higher authorities at intervals to measure quality of care.

The unit reports directly to the office of the chief executive officer and to the Board to make informed decisions, minimize potential risks and to create a culture of continuous improvement.

Project Management Unit

The unit is dedicated to managing all infrastructure (capital) projects within the Goroka Provincial Specialist Hospital and all health facilities throughout the province.

The role of the unit is to oversee, coordinate and manage the entire health facility infrastructure development from start to completion of every project and provide regular report for stakeholders. The range of activities include but not limited to the following: project identification and conduction of feasibility studies; design, documentation, quantification, verification and compliance with Health Service Standards; procurement processes with tendering, technical evaluation and contracting of contractors; project and contract administration of individual projects to completion; verification, certification for use, and final reporting.
